administration and for advising as to the requirements of adepartment which is gradually expanding, it would appear that he might be more limited and unaware than is desirable. I ought to mention too that together with qualities which cause him to be popular, such as a courteous and pleasing manner, agreeableness &c, he is inclined to take the line of least resistance and he finds it hard to say "No" in the ordinary routine of duty. On the other hand, when he is roused he is capable of definite opinions. On the whole I do not think that he can fail to do well in the future. Therefore, while he is not as strong on the administrative side of the work as on the purely professional side, yet he has had more experience in administration than any of the other medical officers, and with increase of opportunity, probably, he would continue to improve.
